Isamu Kisaku has left his former career at Sugimoto Pharmaceuticals behind and now works as the manager of the Royal Family Fitness Club, a luxurious establishment reserved for an elite clientele. Although managing the club is officially his job, Kisaku has another purpose: collecting information and exploiting the secrets and weaknesses of its members. One of the people who stands in his way is Miyuki Kiriyo, a career-minded woman who serves as an attendant to Marie Mamiya, the head of the Mamiya financial group. Miyuki is ambitious and determined to gain greater influence over the club. When Kisaku discovers compromising information about her, their relationship develops into a dangerous struggle for control. As Kisaku continues manipulating the people surrounding the Royal Family Fitness Club, hidden ambitions and personal conflicts begin to surface. The story follows his attempts to expand his influence while dealing with the various characters connected to the club. Kisaku-tachi shares the same setting as Great Deceiver, with the two games presenting different sides of the same world and crossing over through their characters and events.
